ABSTRACT

The study examined the repositioning culture and tourism in a diversified economy using Obio Akpor local government area of Rivers State as a focus. Relevant conceptual, theoretical and empirical literature was reviewed. The study employed a descriptive survey design, and data were collected using structured questionnaires administered to 300 conveniently sampled respondents’ residents, tourism stakeholders, cultural practitioners, and government officials. Descriptive statistics and Chi-square were used to analyze the data.  Findings revealed that cultural heritage and tourism have a significant impact on economic diversification in Obio Akpor Local Government Area. Findings of the study also reveals that there are significant challenges hindering the development of cultural tourism in Obio Akpor. Findings of the study also reveals that community involvement and awareness significantly influence the development of cultural tourism in Obio Akpora. Finally, findings of the study further reveal that strategic measures for repositioning culture and tourism will significantly contribute to economic growth in Obio Akpor. It was therefore concluded that the repositioning culture and tourism significantly play a role in diversifying economy growth in Obio Akpor Local Government Area of Rivers State, Nigeria. It was recommended that government agencies, private investors, and local communities collaborate to enhance cultural tourism infrastructure, create awareness programs, and implement supportive policies.

 

CHAPTER ONE

INTRODUCTION

Background of the Study

Culture and tourism have long been recognized as significant contributors to economic development, social cohesion, and national identity, particularly in countries with rich cultural diversity like Nigeria. Historically, Nigeria’s economy has been heavily reliant on oil revenues, which has led to economic vulnerabilities due to fluctuating global oil prices. Consequently, economic diversification has become a national priority, with culture and tourism emerging as promising alternative sectors for sustainable development (Ayeni & Ebohon, 2012). Culture, which encompasses the traditions, languages, beliefs, and artistic expressions of a people, is a fundamental element of national identity and heritage. When properly harnessed, cultural tourism can serve as a catalyst for economic transformation, providing employment opportunities, stimulating local economies, and fostering cross-cultural interactions (Adora, 2010). However, despite Nigeria’s vast cultural wealth, tourism remains largely underdeveloped and underexploited due to inadequate infrastructure, policy inconsistencies, and security concerns.

Obio Akpor Local Government Area (LGA) in Rivers State serves as an ideal case study for examining the role of culture and tourism in Nigeria’s diversified economy. Located in the Niger Delta region, Obio Akpor is a rapidly urbanizing area that maintains strong cultural traditions despite its modernization. The LGA is home to various cultural festivals, traditional rulers, historical sites, and artistic expressions that reflect the rich heritage of the Ikwerre people, the dominant ethnic group in the area. Events such as the Nwaotam festival and other indigenous ceremonies attract local and regional visitors but have not been fully developed to appeal to a broader national or international audience (Okechukwu, 2014). While Obio Akpor benefits from its proximity to Port Harcourt, a major economic hub, the lack of structured investment in cultural tourism has hindered its ability to maximize the potential economic benefits of its cultural assets.

The Nigerian government has made several attempts to promote tourism as part of its economic diversification strategy. Policies such as the National Tourism Development Master Plan and various state-level tourism initiatives have been designed to stimulate growth in the sector (Okonkwo & Fonta, 2006). However, these efforts have faced challenges including inadequate funding, weak infrastructure, and poor policy implementation. Furthermore, issues such as insecurity, environmental degradation, and urbanization pressures have contributed to the neglect of cultural sites and heritage assets in many parts of the country, including Obio Akpor. A major limitation in the repositioning of culture and tourism in Nigeria is the disconnect between policy formulation and implementation. Many tourism-related policies exist on paper but lack the necessary enforcement mechanisms to translate them into tangible development outcomes (Dieke, 2003).

One of the critical aspects of repositioning culture and tourism in a diversified economy is the integration of infrastructure development with cultural preservation. Successful tourism economies around the world invest in well-maintained transportation networks, accommodation facilities, and digital marketing strategies to enhance visitor experiences (Ayeni & Ebohon, 2012). In Obio Akpor, poor road networks, limited access to cultural sites, and the absence of structured tourism facilities have restricted the influx of visitors. Additionally, there is limited awareness among local residents and businesses about the economic potential of cultural tourism, which has led to low levels of investment in tourism-related enterprises. According to Adora (2010), community involvement is a crucial factor in sustainable tourism development, as local populations must see the benefits of tourism to actively participate in its promotion and protection.

A comparative analysis with other African countries that have successfully leveraged cultural tourism for economic growth further highlights Nigeria’s missed opportunities. Countries such as Kenya, South Africa, and Ghana have developed structured tourism policies that integrate cultural heritage into national development strategies (Dieke, 2003). For instance, South Africa’s heritage sites, including Robben Island and the Apartheid Museum, have become major tourist attractions that generate significant revenue. Similarly, Ghana’s promotion of its slave trade heritage, particularly at Cape Coast Castle and Elmina Castle, has attracted substantial international attention. These examples illustrate that with proper planning, investment, and policy implementation, cultural tourism can become a key driver of economic diversification in Nigeria.

Repositioning culture and tourism in Nigeria requires a multi-faceted approach that involves government intervention, private sector participation, and community engagement. As Okonkwo and Fonta (2006) emphasize, sustainable tourism development is achievable when cultural assets are preserved and strategically marketed. In the case of Obio Akpor, efforts should be directed toward upgrading cultural sites, improving accessibility, and creating platforms for cultural expressions such as festivals, music, and traditional arts. Additionally, leveraging digital technology and social media can help promote cultural tourism and attract a younger demographic of travelers who are increasingly interested in experiential tourism.

Moreso, the role of culture and tourism in a diversified economy cannot be overemphasized. As Nigeria continues to seek alternative sources of revenue, repositioning culture and tourism presents a viable pathway for sustainable economic growth. Obio Akpor LGA, with its unique cultural heritage and strategic location, has the potential to serve as a model for cultural tourism development in the country.

Statement of the Problem

Despite Nigeria’s vast cultural heritage and tourism potential, the sector remains underdeveloped and significantly underutilized as a driver of economic diversification. While many countries have successfully leveraged their cultural assets to stimulate economic growth, Nigeria’s cultural tourism sector has suffered from a lack of strategic investment, policy inconsistency, and infrastructural deficits (Eze-Uzomaka, 2019). The heavy reliance on oil revenue has left other sectors, including tourism, underfunded and underprioritized, leading to missed economic opportunities. Obio Akpor Local Government Area, which boasts unique cultural festivals, traditional institutions, and historical landmarks, has yet to fully exploit its tourism potential. The neglect of these cultural assets has hindered the LGA from contributing meaningfully to Nigeria’s diversification agenda, thereby limiting employment opportunities and revenue generation at the local level.

One of the primary challenges facing cultural tourism in Obio Akpor is inadequate infrastructure. Tourism development requires well-maintained roads, accommodation facilities, security, and effective marketing strategies to attract visitors (Nwankwo, 2020). However, many cultural sites in Obio Akpor lack proper road access, while others suffer from neglect due to poor maintenance and lack of preservation efforts. This situation discourages both domestic and international tourists, reducing the economic impact that a well-managed tourism sector could generate. In addition, the absence of a well-defined policy framework to guide cultural tourism development has led to fragmented and unsustainable tourism initiatives that fail to yield long-term benefits.

Another major issue is the low level of awareness and participation among local communities in tourism-related activities. Cultural tourism thrives when local residents are actively involved in the preservation and promotion of their cultural heritage (Adebayo & Ojo, 2021). However, in Obio Akpor, there is limited community engagement in tourism initiatives, partly due to a lack of education on the economic benefits of cultural tourism. Many traditional festivals and cultural practices are not well-documented or promoted, leading to a gradual erosion of indigenous traditions that could have been harnessed for tourism development. Additionally, the informal nature of many cultural activities prevents structured investment and formal recognition at the national and international levels.

Security concerns also pose a significant challenge to the growth of tourism in Obio Akpor and Nigeria at large. The increasing incidents of insecurity, including kidnappings, communal conflicts, and general instability in parts of the Niger Delta, have deterred potential tourists from visiting cultural sites (Ogbonna & Ukpere, 2022). Safety is a fundamental requirement for a thriving tourism industry, and without adequate security measures in place, many cultural and historical sites remain inaccessible to visitors. The fear of insecurity, combined with the poor state of tourism infrastructure, has further marginalized culture and tourism as viable economic alternatives in Nigeria’s diversification strategy.

The lack of collaboration between government agencies, private sector stakeholders, and local communities further exacerbates the challenges in repositioning culture and tourism in Obio Akpor. Many successful tourism destinations globally benefit from strong public-private partnerships that facilitate investment, infrastructure development, and effective marketing strategies (Uche & Okeke, 2021). In contrast, tourism initiatives in Nigeria are often characterized by policy inconsistencies, bureaucratic bottlenecks, and insufficient funding. Without a clear strategy that integrates cultural preservation, infrastructure development, and stakeholder participation, the tourism sector in Obio Akpor will continue to fall short of its potential.

Given these challenges, there is a pressing need to reposition culture and tourism as a key component of Nigeria’s economic diversification agenda. Without deliberate efforts to address infrastructural deficits, security concerns, policy inconsistencies, and local participation, the economic potential of cultural tourism in Obio Akpor will remain largely untapped. This study, therefore, seeks to examine the obstacles hindering the development of culture and tourism in Obio Akpor.

 

 

Objectives of the Study

The aim of this study is to examine the challenges and prospects of repositioning culture and tourism in a diversified economy in Nigeria, using Obio Akpor Local Government Area of Rivers State as a case study. Specific objectives of the study include;

  1. Assess the role of cultural heritage and tourism in economic diversification in Obio Akpor Local Government Area.
  2. Identify the challenges hindering the development of cultural tourism in Obio Akpor.
  3. Evaluate the level of community involvement and awareness in cultural tourism development.
  4. Propose strategic measures for repositioning culture and tourism as viable contributors to economic growth in the study area.

Research Questions

          The following questions guided this study;

  1. What role does cultural heritage and tourism play in economic diversification in Obio Akpor Local Government Area?
  2. What are the major challenges hindering the development of cultural tourism in Obio Akpor?
  3. To what extent are local communities involved in and aware of cultural tourism development?
  4. What strategic measures can be adopted to reposition culture and tourism for economic growth in the study area?

Research Hypotheses

          The following were hypothesized;

Hypothesis 1

H0: Cultural heritage and tourism have no significant impact on economic diversification in Obio Akpor Local Government Area.

H1: Cultural heritage and tourism have a significant impact on economic diversification in Obio Akpor Local Government Area.

Hypothesis 2

H0: There are no significant challenges hindering the development of cultural tourism in Obio Akpor.

H1: There are significant challenges hindering the development of cultural tourism in Obio Akpor.

Hypothesis 3

H0: Community involvement and awareness do not significantly influence the development of cultural tourism in Obio Akpor.

H1: Community involvement and awareness significantly influence the development of cultural tourism in Obio Akpor.

Hypothesis 4

H₀₄: Strategic measures for repositioning culture and tourism will not significantly contribute to economic growth in Obio Akpor.

Significance of the Study

The findings of this study will be of immense significance to various stakeholders, including policymakers, government agencies, local communities, tourism investors, and academics. As Nigeria continues to seek alternative revenue sources beyond oil, the role of cultural tourism in economic diversification cannot be overemphasized. This study will provide empirical insights into how cultural heritage and tourism can contribute to economic development in Obio Akpor Local Government Area and serve as a model for other regions in Nigeria. By identifying the challenges impeding tourism development, the study will offer policy recommendations that can guide government interventions in repositioning the sector. This will help policymakers in designing and implementing sustainable policies that promote cultural tourism as a viable economic sector.

For government agencies responsible for culture and tourism, such as the Ministry of Tourism, Culture, and National Orientation, this study will highlight key infrastructural and security deficiencies that hinder the growth of the tourism sector. The study’s findings will assist these agencies in formulating strategies to improve tourism infrastructure, enhance security measures, and create a more enabling environment for cultural tourism to thrive. Additionally, it will encourage the government to foster stronger public-private partnerships to attract investments in tourism-related projects, thereby increasing employment opportunities and boosting local economies.

Local communities in Obio Akpor will also benefit from this study, as it will shed light on the importance of community involvement in cultural tourism development. The study will create awareness about how cultural heritage can be preserved and leveraged to generate income for local residents through activities such as cultural festivals, traditional crafts, and heritage site management. It will also emphasize the need for community-based tourism initiatives that empower local people to actively participate in and benefit from the tourism value chain. By fostering a sense of cultural pride and ownership, the study will help local communities recognize the economic and social benefits of preserving their heritage.

For private sector stakeholders, including tourism entrepreneurs and investors, this study will provide valuable information on the investment potential within the cultural tourism sector in Obio Akpor. It will identify business opportunities in hospitality, transportation, cultural event management, and tour guiding, thereby encouraging more private sector participation in the development of cultural tourism. Investors will be better informed about the challenges they might face, such as security risks and inadequate infrastructure, while also gaining insights into possible solutions that can enhance the sustainability and profitability of their investments.

Academically, this study will contribute to the growing body of literature on cultural tourism and economic diversification in Nigeria. It will serve as a useful reference for scholars, researchers, and students interested in understanding the relationship between culture, tourism, and economic development. By providing data-driven findings and recommendations, the study will bridge existing knowledge gaps and stimulate further research on effective strategies for repositioning culture and tourism in Nigeria.

Finally, the significance of this study extends beyond Obio Akpor, as its findings and recommendations can be applied to other regions in Nigeria seeking to harness their cultural heritage for economic growth.

Scope of the Study

This study was limited to examining the repositioning of culture and tourism in a diversified economy, with a specific focus on Obio Akpor Local Government Area of Rivers State, Nigeria. It explored the role of cultural heritage and tourism in economic diversification and identified the challenges hindering the effective development of the sector in the study area. The study also assessed the level of community involvement in cultural tourism and proposed strategic measures for enhancing the sector’s contribution to economic growth. By concentrating on Obio Akpor, the study provided localized insights that could serve as a model for similar regions seeking to leverage cultural tourism for economic sustainability.

The research adopted a quantitative methodology, relying on structured questionnaires to collect data from selected respondents, including local community members, tourism stakeholders, government officials, and business owners involved in tourism-related activities. The quantitative approach was chosen to ensure objective measurement and statistical analysis of variables related to cultural tourism, economic diversification, and community engagement. The study did not employ qualitative methods such as interviews or focus group discussions, as its primary aim was to analyze numerical data and test hypotheses related to the research objectives.

Furthermore, the study was restricted to assessing contemporary challenges and opportunities within the cultural tourism sector in Obio Akpor as they existed at the time of research. It did not delve into historical accounts of cultural tourism beyond their relevance to the current economic landscape. Additionally, while the study acknowledged the role of policy frameworks at the national level, it primarily examined local government policies and their impact on cultural tourism in Obio Akpor. External factors, such as international tourism trends, were not extensively considered, as the study focused on domestic tourism and its role in Nigeria’s economic diversification efforts.

Given its reliance on a quantitative approach, the study was constrained by the availability and accuracy of data provided by respondents. However, efforts were made to ensure the validity and reliability of the data through proper questionnaire design and sampling techniques.

 Operational Definition of Terms

Repositioning – In this study, repositioning refers to the strategic efforts and measures taken to enhance, restructure, or revamp the cultural and tourism sector in Obio Akpor Local Government Area to make it a more significant contributor to economic diversification.

Culture – Culture is defined as the beliefs, customs, traditions, arts, and social behaviors of the people of Obio Akpor, which are reflected in their festivals, language, attire, music, dance, and other cultural expressions that can attract tourism and promote economic activities.

Tourism – Tourism in this study refers to travel and activities related to visiting cultural sites, festivals, and attractions in Obio Akpor for leisure, education, or business purposes, contributing to economic growth and local development.

Diversified Economy – A diversified economy is an economic system that relies on multiple sources of revenue rather than being dependent on a single sector. In this study, it pertains to Nigeria’s efforts to expand economic opportunities beyond oil dependency by harnessing the potential of the culture and tourism sector.
