ABSTRACT
This is the public flatware on the characteristics of public sector efficiency. The question here is what is really responsible for the low overall performance of workers in the public sector?. The gap between the lack of motivation and low productivity in state-owned - company must be completed. The environment in which the average worker does his work seen to be favorable to its maximum contribution to the goals and objectives of the organization for these reasons, so this research work aimed at identifying the role motivation plays in improving the Delta State Water Corporation of productivity and other state enterprises. Recommendations have also been passed on the basis of the scientific approach to data collection. Some of these recommendations include what motivational tool is to be made by management to determine the factors that are most dear to the heart of workers and use the most. Second, strict supervisor or compliance does not always give positive results.
CHAPTER THREE
3.1 RESEARCH METHODOLOGY The chapter shall well on the methodology to be applied in this research work. According to Collins English Dictionary (1977), it’s the way, manner, technique, orderliness, systems which a project is arranged in a proper and indent investigation into the topic under study. In this chapter, therefore, the size on sample and how they are selected and source and method of gathering data and the statistical procedures in the analysis as well as the administration of instrument are carefully described while questionnaires shall be used for data.
3.2 Area of the Study As a result of the limitation mentioned in the previous chapter, the area of this study is the Delta State Water Corporation. It is impossible to study all public enterprises. Therefore, Delta State Water Corporation now formed a case study. The findings got from this study will be used for generalization for other public parietals in the state.
3.3 Population of Study The population for the research is made up of workers of the Delta State Water Corporation. This population is about 1,200 (one thousand two hundred) in number. Among this population are level of staff namely senior and junior staff workers.
3.4 Sample Size The sample size for this research work comprises 90 (Ninety) workers of the Corporation. Within the population sample, 30 (thirty) are senior workers while 60 (sixty) are junior workers. The criteria for measuring junior workers and senior workers is the salary grades level 01-6, whilke senior workers refers to those between This varying sample size is arrived at from the fact that the junior workers make up more than hal (50%) of the total labour force in the corporation. Therefore, to sample equal number of senior and junior staff may not give a true picture of workers opinions and feelings.
3.5 Sampling Method/ Techniques The sampling techniques adopted for this study is a combination of stratified and sample random sampling method. The reason for using the stratified random sampling workers is because the population of workers is divided into two, the junior cadre of workers made of workers from sakry grade level of 01-06 and then the senior cadre of workers consisting those from level 07 and above. The decision to sample 30 and 60 workers from senior and junior respectively is because of the reason earlier mentioned ( that junior workers are more than double in population/ number of the senior workers). After the use of stratification method for the division of the workers into two broad strata, then the simple sampling method will be utilized to pick or chose the respondents.
3.6 Data Collection Techniques/ Instruments In the process of data collection for this research work, the under listed instruments were used:- questionnaires, interview, non participant, observation, and library material.
1. Questionnaire: this is the main instrument used in the collection of data . it contained number of items constructed to find out respondents personal data and other general information based on their environment. The general elicit the intrinsic and extrinsic factors that motivates workers to produce more or less. The questionnaire was administered to workers that fall within the sample. The questionnaire span of coverage was reasonable to supply enough solution to enable the researcher make accurate and authentic analysis and conclusion. The answer provided formed the main data used in the course of the research work.
2. Interview: this was also conducted to assist the information got from the questionnaire. It was based on salient issues which the questionnaire could not effectively cover. It is also carried out to test the validity and reliability of response gotten from the questionnaire.
3. Non-Participant Observation: Observation as data collection instrument was also employed. It involvces observing the workers carrying ouit their day to day activities as well as chatting with them as regards issue relating to their work. Also the views of friends who work in the corporation were shared and inside information were received.
4. Library Materials: Some of books and other library materials were consulted on the course of collecting data used in the study. These material were helpful mostly in the area of reviews of related literature.
3.7 Validity and Reliability on the Instrument: In an attempt to make sure that the major instrument used in collecting data (the questionnaires) is valid and reliable, that is to say, it tests what it purpose to test and consistently too, the test –re-test techniques was adopted. Aftrer collecting the questionnaire distribution to the original respondents, the same questionnaire was also administered to some of the sample to verify, if their responses were still the same.
3.8 Administration of the Instrument In attempt to administer the s instrument the researcher visited the Delta State Water Corporation, in Asaba and administered questionnaires to workers. They cooperated by filling the questionnaires and returned some to the researchers immediately. Those who could not complete at the spot scheduled with the researcher on the day to collect them. This resulted in making two trips collect the questionnaire
3.9 Method of Data Analysis In the data presentation and analysis the researcher adopted and made use of the contingency tables and percentage for each of the research questions, the data collected was responses and the number there calculating the percentages. This is preferred because of its simplicity, in comprehension and apprehension.
