Every organizations whether profit or non-profit oriented, must engage employees. No organization can operate without employee(s) and the success of every organization depends on the caliber or quality of their employees. It therefore becomes pertinent that organization should train and develop their employees in order to increase and improve their performance thereby enhancing organizational production and efficiency.
Training is an important function of personnel management. It usually takes place after selection, placement and induction of a new employee into an organization. Training can be defined as a systematic development of the attitude and skill requirement of an individual to be able to perform his/her job effectively.
Training is essentially geared toward increasing knowledge and skill in doing a particular job.
Who are deficiency in skill to a large extent can hinder organization overall goal. It will bring about low productivity and turnover. Robbins (1990) stress the uniqueness of human resources organization. According to him, human resources (employees) is the pivot variable without which inanimate assets are worthless. No organization, no matter the size and resources can survive without qualified and competent manpower (employee). The need for training and development of Nigeria National Petroleum Corporation (NNPC) employees become imperative in view of the emergent of new technologies and approaches of varied kind being introduced in the banking industry.
The training and development that will be given to them will help Nigeria National Petroleum Corporation (NNPC) to survive in the banking competitive market and retain their profit customers as well as preserving their capital base.
In this competitive era, almost every business organization must carry out training and development programmes in order to ensure smooth and efficient operation.
In this study, the researcher is investigating how to deal with effective training and development of organization employee can affect their performance positively. The problem of this study is also embedded in the decision regarding how much should be ordered for specialist to embark on training and development what method and to what extent should the training and development adopts. In addition to the above problems the study will also explore the factors that hinder successful training in business organization.
The main objective of the study is to examine the impact of training and development programme on employee performance in public sector. The specific objectives are as follows:

In order to carry out a thorough investigation on the subject under consideration, the following research questions shall be formulated.

In view of the sensitivity of this study, its relevance to managers, corporate organizations and entrepreneurs cannot be over emphasized.
This study will acquaint managers and corporate organizations on how to train and develop their employee and how training and development can increase employee performance thereby enhancing productivity and turnover.
This study will be a spring board for subsequent researchers on same or similar subject. It will also add to the list of existing literature on this subject matter.
The scope of this study shall be the staffs of Nigeria National Petroleum Corporation, Port Harcourt. This is because the researcher is adopting a case study approach in his investigation on the variable under consideration.
To carry out a research of this magnitude is always difficult and associated with a lot of constraints. In the process of carrying out this investigation, the researcher encounters the following limitations, which include:
Fund: As an undergraduate pursuing a study in the higher institution, one is limited to fund. A research of this magnitude need to be properly funded in order to arrive at a valid conclusion on the variable under carryout this research was not readily available to the researcher; hence fund prose a major constraint to the researcher thereby making this study limited to Nigeria National Petroleum Corporation (NNPC), Onne.

Training: building of skills, attitude and knowledge required in an individual.
Technology: The practical application of knowledge especially in a particular area.
